TMAs/TMOs, Defined

TMAs and TMOs are variably defined as legally constituted organizations, public entities, or subsidiary departments whose primary focus is the application of a series of transportation demand management (TDM) strategies to facilitate the safe, affordable, and efficient movement of people within a given geographic area. Notably, the TMA Handbook does not offer a formal definition of what constitutes a TMA, leaving the term open enough that organizations can self-identify as a TMA/TMO if they choose to. As a result, it’s possible the survey captured data from entities that stretch even further beyond what many in the field would consider a conventional TMA or TMO. For this survey, respondents were instructed to participate if their organization “provides TDM services in a defined geographic area and engages multiple stakeholders, including employers, property managers, and others.”
